Shari Elliott
Shari Elliott was raised in Bruce County and attended Ripley District Public and High School. Shari obtained her law degree at Dalhousie Law School, graduating in 1999. Her employment as a lawyer began with Osler, Hoskin & Harcourt LLP as a summer student in 1998. She was on secondment to Imperial Oil following the completion of her articles until January of 2001 when she joined the firm’s Environmental Law Group and General Litigation Department. Shari practiced in the areas of commercial litigation, environmental and energy law.
Prior to starting Elliott & Elliott Shari was a partner with a local Barrie Law Firm. Shari joined Graham Partners LLP (formerly Graham, Wilson & Green) in 2005.
In November 2010 Shari opened her own practice in Barrie. Shari has been a leader in offering services for all aspects of residential and commercial real estate transactions. She is uniquely positions to assist with properties that have an element of environmental impacts assisting the parties properly address and allocate any risks. Shari has written and presented extensively over more than a decade on all aspects of real estate transactions educating real estate agents to better assist their clients.
All the areas of practice that Shari focuses on are property related. Shari takes pride in learning all aspects of the services she provides and not reaching outside her knowledge base.

Professional Experience
- Shari’s municipal and planning practice has included providing advice to all departments within municipalities as well as the members of council on a wide range of topics.
- An example of a large scale project is the development of a landfill inventory jointly on behalf of Simcoe County and the Ministry of Environment. This project included searching the title, attending on-site visits, reviewing all known information and seeking assistance from member municipalities to obtain information to create a comprehensive database which accurately reflects location and status of each landfill site. Shari prepared Official Plan waste policies. In cooperation with the MOE and the MMAH policies for approving development within the assessment areas of landfill sites were prepared to ease the pressure from development in this fast-growing municipality.
- Shari has performed all tasks required to implement a Master Transportation Plan from the drafting of the upload and download agreements, title searches and title corrections and negotiations of individual terms on behalf of an upper-tier municipality with multiple lower-tier municipalities.
- For the Clerk’s Department, she has extensive experience with assisting municipal staff in responding to requests for information including appeals and communications with the Privacy Commission.
- She assisted with implementation of the municipal policy requiring aggregate operators to contribute to the improvements and maintenance for the associated haul routes including representation at the Ontario Municipal Board.
- Shari also has extensive experience drafting bylaws, resolutions, and policies for a variety of municipal departments, committees and boards.
- Shari was responsible for assisting a growing municipality in Simcoe County with all aspects of development agreements and related real estate transactions.
- Shari has been involved in the changes to the Federal and Provincial Environmental Legislation related to contamination properties since 1999. In February 2000, Shari was part of the team retained by the National Round Table on Economic Development and the Environment (NRTEE) to assist in the preparation of a report to encourage brownfield redevelopment titled “Facilitating a Brownfield Redevelopment Strategy for Canada.” The NRTEE reports to the Prime Minister of Canada.
- In February 2002, she was invited to participate in the Hamilton Brownfield Summit.
- Throughout 2001 and 2002 she volunteered her time as an advisor to the NRTEE and provided extensive assistance with the drafting of a National Strategy for Brownfield Redevelopment. Shari has written extensively on the issues surrounding Brownfield properties.
- Shari’s transactional practice has focused on environmental aspects of mergers and acquisitions, commercial real estate transactions and brownfield site remediation.
- She also advises clients on matters pertaining to environmental audits and site assessments, regulatory inspections and investigations, environmental management systems and environmental civil liability.
- Shari has worked with a diverse range of clientele that has included leaders from the following sectors: municipal, property management, waste management, remediation technologies, energy production, energy transmission, petroleum and petrochemical, electronics manufacturer and supply, investment and finance, automotive manufacturer, telecommunications, waste management, and publishing.
- Shari assists her clients in negotiating with expropriation authorities. This includes reviewing the initial agreement of purchase and sale, meeting at the property to determine if there will be any adverse impacts for which relief should be sought. Shari protects her client’s rights to a hearing of compensation to ensure that the compensation paid is fair.
- Shari has extensive experience in assisting her clients with commercial fill operations. She works with all of those who have jurisdiction over the property and operations, on behalf of her clients, to ensure proper protocols are in place and adhered to.
- Shari and her staff manage all aspects of real estate transactions on behalf of their clients.

- Shari has chosen to relocate her family to Barrie and is actively involved in the community.
- Shari is a past board member of the Royal Victoria Hospital and the Oro-Medonte Minor Hockey Association Board.
